Was looking at the Reverse of this 1990 cent and noticed a RAISED D in between the columns. It is raised, so than eliminates a possible strike by another coin. How did it get there?

That's definitely a Die CLash for sure. That "D" is actually part of etheir Lincoln's neck or hair. See this link on Die Clash overlays for more information. http://www.maddieclashes.com/one-cent-overlays/
