Yes, the dies get grease put on them before they strike coins I believes. Sometimes they put too much and it hats how greasers happen

Grease with a bit of grit in the mix making the surface rough looking. Not a bight thing though. when they get to 80-100% missing the devices, then there is a lot more interest in them. Cloth leaves a different look to them:
