Postumus with Moneta. I would guess Cologne (which is sometimes thought to be Trier) RIC 315 http://numismatics.org/ocre/id/ric.5.post.315

It could easily be Lugdunum (RIC 75) but the style/hair look to me to be Cologne - although I'm not sure even the experts have worked out the difference definitively http://numismatics.org/ocre/id/ric.5.post.75
