@ing, can you please add a close up of the bear's shoulder? At least with the current overall pic it looks relatively normal. I do note that the perspective of the artwork is a little odd—maybe you are mistaking belly and a left foot for an "extra" right arm? Try looking at a high resolution image of the design for comparison with your quarter.

Between the water fall and the big bump of the back I see what was characteristic for Quarter from 1932 for the most higher design borders.. An Tinny die crack.. Not more then this. No Doubling as I see.
