the sheriff is there. It is just smaller. No error on this. Change the dealer.

@silviosi What do you mean by change the dealer? I found this coin today out of a coin roll and I was just categorizing it for adding to my collection.
The serif is there a little bit, but it's definitely not normal, at least to my eyes, and the top bar looks pretty thin. Just curious what caused it.

Sorry. I thinking by the 2x2 you has from a dealer. They add note like this. Deeply sorry.
Could be some grease. If you look close inside upper the D you see a small trace of the inner D. Also Grease.

Make sure to flatten your staples. My thought is a slightly tilted MM punch or over abraded die. John1  ( I'm no pro, it's just my humble opinion )

All above is good information and any could be what has happened so label it how you want, just know it has no money value and is not rare.

Not a grease struck through issue. Why? Struck Through Grease makes the devices wider looking. But it is weak. Note the date? Not how much smaller the '19' is on this coin? The mintmark was also altered by die polishing, reducing the size of the devices. How does this happen? During polishing it reduces the fields, removing eventually the base width of the devices. , thus they are not as deep now on the dies. Thus on the coins, these polished areas will make the devices narrowed/shorter than normal. With that area affected, I'm thinking they were removing clash marks on the obverse. So what do we need to remember? Grease Fill makes the devices wider as it fills the tops of the devices:  Die polishing makes devices smaller by affecting the bases of the devices:  CoopHome: Why are some devices looking wider and some looking smaller? wider/taller is from grease prevention of the tops of the devices being block by grease. smaller devices is from the fields being polished off the die, removing the wider parts of the devices and leaving the tops. making the devices smaller in size.
