Pictures from a buddy so they are not the best but he believes he might have a '94 D Ragged Clip error here and I think he might be correct but not sure. Pictures will probably be hard to get 100% confirmation but any input helps.

I'll 100% confirm that it's PMD. If it was a ragged clip, there would not be any other damage on the coin. On a ragged clip, the area is just gone, it wouldn't effect the rest of the coin as much as this one is.
