Hi I found this one with a Little dot under the A of States is it a bubble plating or some one else ?

Could be a tiny plating bubble--sometimes you can depress them with the tip of a wooden toothpick. It might be a bit of trapped debris like zinc dust under the plating instead though. It doesn't look like a die dent to me though.

Could also be a tiny little circulation hit, displaying moved metal. It's so small really.

I found the front 1995 most interesting. Could be doubling or restruck over date? Need better picture of that.
