Refiners are wholesalers, usually only buy/sell from businesses not individual stackers/collectors but you could call and ask them.
As I said in your prior post some refiners are not accepting 90% or sterling now, they want .999 silver which is easier to refine. It would be easier for you to sell as is, check offers from local coin store if you have one, check online like JM Bullion, Bullion Exchanges, they post what prices they are currently paying. Or you could try to sell on Facebook Marketplace, local coin club etc.
The vast majority of precious metals transactions are legit. But sometimes thieves want to melt stolen metals so they can't be traced. In my city pawn shops and scrap metal dealers watch for stolen metals like gold, silver, copper, catalytic converters. They require a seller to show them their ID. The items are checked with police reports of stolen property.
