I asked the seller for a clearer photo. It is definitely a proof strike and not a mule of some sort. But the frosting is so poor on this strike! Common for modern proof sets?

In 2022 there were two proof sets:
- the 2022 Special Edition Proof set, the dollar is silver while all other coin are of base metal. (nickel is 3-ply nickel plated steel - 94.5% steel, 3.5% copper, and 2.0% nickel)
- the Pure Silver Proof set, all coins are of 99.99% silver.

On my Special Edition proof set, the frosting on all base metal coins is noticeably weaker than that on the Pure Silver proof set coins. ..
