Ive come across dye fill errors here and there but this one stands out quite obvious , Any thoughts?

The issue with this coin is: it's very beat-up, from heavy circulation and other mis-treatment. I couldn't confidently assert that the missing letters is as a result of die fill and not some kind of PMD.
