Yes, you are right.
First of all there's a quatrerfoil in the center of the reverse, that would be a mark of an ecclesiastical mint, which York was.
I can see the bottom of the reverse legend, starting at just past 6 o'clock, CIVITAS EBO(RACI), City of York.
"T" and a key by the king were done during Archbishop Rotherham issue, 1480 - 1483, and that would be the end of the second reign of Edward IV.
