Also according to http://www.uspapermoney.info/serials/f2004_v.html That run was the final run printed in 2007 so it is likely they were sold off as sheets since the series had already changed.

The last time I purchased uncut sheets from the BEP was 15 - 20 years ago... This was when the BEP sold only One & Two Dollar Sheets (nothing above the Two Dollar denomination was available) and back then all sheets serial numbers started with 99------ so one would know if a "fake" error was made and offered for sale...

To me this was important as I had a one dollar note that looked like this note, but the serial number was a lower production run number for circulation, and after sending photos to Coin World, was advised that it was a genuine error that was rotated in the COPE-PAK operation...

HOWEVER, as pointed out in this thread, the BEP did sell low serial number sheets of Twenty Dollar Notes... I was totally unaware of this and had the numbers started with 99------ I would have known for certain that it was a fake... This changes everything as yes, it is possible to duplicate this type of error on a uncut sheet (and that stinks) - [don't want the bad word filter to kick in]...

Knowing what I know now, if I were still purchasing error notes of this type, I would see if the BEP has a chart listing serial numbers for uncut currency they sell to the public so-as not to be victimized with fraud...
I don't understand why the BEP would stray from their high serial number sheets for sale that prevented this sort of thing from happening...

It looks like I am now retracting my original comment above as I'm thinking "this is not good" and I don't want to give out any type of false information, and if this is indeed from a uncut sheet, I wouldn't pay face value for it...

I personally apologize to the poster of this thread as I was commenting on a genuine known error type and not some post BEP manufactured error...

This site doesn't list any 2004 EK $20 star notes that were sold as uncut sheets, but he also states the list isn't complete either, so it isn't 100% conclusive about that note not coming from an uncut sheet.
