Does anyone know why there are some many high quality graded 1917 $1 bills available?

Yes because a lot of them were taken out of circulation and not spent.

Second Nickelman's comment. It was a new attractive series design and many were spared circulation at the time.

I am sort of asking why it happened to the $1 1917s over other bills in that timeframe. A quick scan of ebay lately show numerous examples between 63PPQ and 65PPQ.
