1963 Penny Error Or Worn?

After my son was given a Wyoming error coin I can't help but look at every coin I'm given as change at the store. A few weeks ago I found this 1963 penny and obviously what caught my attention was the 3 in the 1963. At first glance I thought it was completely missing but then I could see the faint outline of the three. (Dang) As I studied the coin closer I noticed that the other things around the 3 were not worn and this led me to believe it might be an error. I would appreciate any feedback or comments on the penny. Thank you.

It is a Struck Through Grease error. If the devices were removed, the rims would be affected. They are not. Grease strikes again!
