looking through some coins I inherited,
came upon a 1963 quarter that my uncle wrote "1963 dot" on the envelope,
is there such a thing ?

No---the "true" dots are intentional lumps included in the design. Random dots are merely die pits--very common.

well, I'm not sure what/where the dot supposedly is.
unless it's on the caribou's shoulder maybe ?
it does appear to be a raised bump above the surrounding surface and not just crud stuck on there.

I don't see anything other than that die pit that would warrant that note on the envelope.
