It's a normal Environmentally damaged stained Philadelphia Business Strike with Post Strike Damage ( PSD). A Proof coin would usually bear the San Francisco mimtmark, have different rims, a frosted surface, and a mirror like surface. A Proof coin is struck twice using specially prepared dies. Coinfrog Bedrock of the Community United States 94367 Posts	Posted 02/14/2019 6:58 pm I think that proof coins from this general era were all made in Philadelphia, not SF, but certainly no proofs were issued in 1947.
