1934 Lincoln Penny Error On Front Of Coin. Help Needed!

Can someone please help me determine what kind of error this? It's a 1934 Lincoln Penny. I would like to also find out how I can best clean this coin? Thanks very much. The raised edge around the anomaly and the flattened reverse devices are both indicators of damage. Nothing in the minting process would have caused this. Second, the only thing that I would add is that you pretty much should not be cleaning your coins at all. It may make them shiny, but you will be removing their numismatic value.
