From everything I've heard or seen this is an example of Zinc Rot? But this looks a bit different and maybe more saleable? Zinc plating error. I would appreciate your thoughts, TY!

If you can depress them with the tip of a wooden toothpick, then they are likely plating bubbles. If not, then maybe this is trapped zinc dust under the plating.
