Reminds me of a coin that was polished to remove tarnish. Like a paste silver cleaner. These lines are way too small to be from an instrument, but like coin rub to remove a slight coating.
What's-Going-On-With-The-Scribbles-On-This-1942-S-5c?-Over-Zealous-Polishing?
Very fine scratches from rubbing on a coin.

It's pretty clear from the PCGS images that the OP's coin has raised lines from die scratches, not cleaning hairlines.
