The hit is also visible in the upper portion of the 3. Not seeing any doubling. There are no known DDO's for 1938. There is however a DDR for the 1938-D that is also an OMM (OMM-003 if I remember correctly). Not seeing it on this one. Pics aren't sharp enough, but MM position is not correct for the DDR. Keep hunting though, there are plenty of DDO's, DDR's, and RPM's to be hunted in this series. For this year, there are a lot of RPM's, so take a close look at the MM (mintmark).
