All suggestions are welcome. Is this a RPM to the south, or Machine Doubling? Thanks in advance.

If it were a RPM, that area would be raised, not incuse. It is a reduction of the contour of that device. just the dreaded Machine Doubling. It is a silver melt coin. So not all is lost.
