I picked this up yesterday from a buddy of mine. I think I'm using the correct terminology in calling it an off centre broad strike. Maybe some of the experts can confirm.

Don't think it's broadstruck; you would need to see all of the devices on the coin for that.

While most broadstrikes are (to an extent) off-centre, not all off-centre coins are broadstrikes. The core qualifier for "broadstrike" is that the collar die is completely missing - it broke away, or was never properly installed. On the obverse of this coin, on the rim near ELIZABETH and REGINA, I'm seeing evidence of the collar being there, just the coin missed landing directly in the collar on account of being off-centre. So, it's just "off-centre", not a broadstrike.
