Yes, it's Roman - though not from the Roman Empire proper. This coin was issued in the reign of an Emperor Tetricus (probably Tetricus I), who reigned over a small piece of the empire, specifically Britain and bits of France. Emperor Aurelian invaded this breakaway "Anglo-Gallic Empire" and reassimilated it into the Empire proper.
Coins of Tetricus are kind of at the nadir of ancient Roman artwork, very crude and debased affairs compared to previous centuries. Coins of Tetricus were also often copied by unofficial mints both within and outside of the Empire's control; these "barbarous radiates" are technically contemporary counterfeits, but are poorly studied in comparison to official Roman coinage.
