Maybe his site was kept up for the remaining term of a contract with his ISP but now it has expired. Hence, the site is no longer accessible. (Just a guess on my part.) It wasn't a perfect reference, but it was a very good starting point for medal collectors. It appears to remain available via Internet Archive's "Wayback Machine". More letters were added last year, but that still wasn't all. Now that, too, is gone. The proposed version is very good, but the attempts to "revive" databank and fill it up are unclear.
