I agree that could have been in a bezel, but I also think that the coin was tilted in the chamber or a tilted die (by looking at the reverse, right side.)
Not convinced there was an encased bezel issue here--given the images posted. Am seeing post-strike damage, and perhaps a tilted die matter. If coins could talk...
