excellent photos to assess from
the strike on this 21 is above average as 21's can be soft. the hair around the ear is nicely struck up. the breast feathers are a little flat but still present.
i see a die break between STATES OF, through the date and also through the M in UNUM. a lot of marks and scuffs on the cheek, nose, above the eye and on the neck. quite a few milk spots on both sides which is typical for this year. the ones on the reverse are a little off-putting. reverse has decent luster. the obv luster is about 80% with breaks across the profile.
i think its borderline MS62/63
