Can't tell much about the toning due to picture quality. Can say the coins been cleaned (most likely yearssssss ago). Is the coin pinkess in color?

The coin might have had an old cleaning that toned over.

It looks like it was plated and the plating has worn off of the high points.
Inordinately fascinated by bits of metal with strange markings and figures

You can see where the plating is wearing off of the high spots.

Plating? Maybe. Old cleaning? Maybe. Or it was environmental damage/tone from a long time ago. The cent then circulated again and wore some of it away which then toned normally.
