The weight is normal for a split planchet, but it is struck fully on the obverse (anvil die). So that means both the split planchet and a normal blank were fed into the striking chamber, with the split planchet on the bottom anvil die. It is the reduced obverse design, and round, so your coin is from 1979 to 1981.
