I have seen the fractional currency--looks very cool--how can you tell a fake from a real one ?

Depending on the issue one way is to check for the colored fibers embedded in the paper - and check with a magnifier to be sure the colored fibers aren't printed or drawn on. I'm not sure, however, which of the fractionals had these fibers. My 1874 10 cent Meredith has blue fibers, but my only other two fractionals (10 cent Washington and 50 cent Spinner) don't seem to have them.

The paper that has the colored fibers was introduced with the 4th issue starting in 1869. However, they still used used 2 different papers even for that issue. They used both a watermarked paper and an unwatermarked paper and either type can have either pink or violet fibers. Starting in 1870 they started using paper from the Wilcox Paper Co. with what was officially called "localized blue stain" now just called "blue end notes". From Kravitz book "A Collectors Guide to Postal and Fractional Currency"

IIRC also on real notes, there is printed text around the outer edge, on a copy this tends to show only as a line

Yes, 70 is the top and is supposed to be a perfect note.
