Fuzzy got the soldiers crossing the river.

I believe Steve got the "stupid hat riddle" although he managed to confuse C/lady to death.
So, I guess, the correct(ed) answer is - Steve is the smartest. In my words:

He sees two white hats in front of him and thinks, suppose I have a black one. Then Moe sees a black and a white (and Moe is not gullible either!). Then (Steve still thinks) Moe would realize that he didn't have a black one, for then Cajun would see two blacks and know that she had white.
But since Moe is not sure, I (Steve) have to have a white hat.
