"The United States Mint to thwart the speculators and investors produced coins dated 1964 in 1965 and 1966. This unorthodox practice was allowed by an act of Congress passed on September 3, 1964, at the request of the Treasury Department." How can you tell which coin was produced in 1964?

He probably means Mint State 65 or MS66 (out of 70).
Or maybe the year, and I'm wrong. =)
