If the obverse dirt doesn't come off with acetone, leave it alone. If there is in fact pitting or other issues under the dirt, then it's a details-ED coin. It might have an old cleaning, and the substance on the obverse is partially raised above the surface. It doesn't appear to be corrosion, but grease or grime is a possibility. There are also scratches above ONE on the reverse. So, I decided to return it, unfortunately.
