That only works if the POBox and the street address are in the same zip code. Many PO Boxes are now a different zip code.

There are probably a few different reasons, but I believe the most common is when there are more PO boxes than available ZIP+4 codes at the host PO. I know the main PO here has had at least two codes for as long as I remember. One for the PO delivery area, the other for the boxes. |

My PO Box has the same zip as my home address.
FWIW My old PayPal debit card used to let me change the billing address, but haven't used that in forever.
