Can't say I've ever seen a proof-only issue in the wild... It will take tons of patience and almost as much luck, but I think a set of 1975-present "S" mint pennies pulled from circulation would be an amazing achievement, just due to the amount of effort it would require to complete. Good Luck!

Looking in the right place is the key. If you can check out stores, arcades, pizza places or any place that kids would use a cracked out proof set to pay for things. I worked in a game room and we always had Proofs, Silver and old series coins show up all the time.

I even found the broken cases in the trash from time to time. Kids would bring proof SBA dollars and halves to the counter for change all the time because the change machine didn't take them.

This was back in the early 80s, but I'm sure it still happens today.
