Can someone point out how PCGS knows this was overstruck on a 1898..... I don't see it

The date is barely identifiable but they were able to it is seen I believe under that tail feathers on the reverse. I agree 100% intentional because there are odd proof "errors" from 1970 that exist, namely: 1970-S 25c over 1898 $5 1970-S 25c over Barber quarter1970-S 25c over 1941 Proof CAN 25c 1970-S 25c over Philippines 25 centavos 1970-S 25c over (1911-1936) George V CAN 25c |
