You saw a lot more of this kind of thing in the late 1950s. Not so much today.

On a 1983 I would tend to assume it's a gas bubble. But it doesn't look like your coin has zinc rot so

Yeah, no rot on this coin unlike so many of the '82 and '83 Lincolns circulating. Here's the reverse, in case you're curious... nothing special.
