I can catch nickel with fingernail on both nickel plates over copper core
What would this error be classified as?

If the copper is reduced on the edge, it was probably dipped into an acid that reduced that edge. I've seen it before on quarters:
1984-D-Dime-Edge-Nickel-Splitting-From-Copper
So it is not an error, just a coin alteration issue.

I agree that this coin most likely spent a little time bathing in acid, but would add that there is a slight MAD.
