the 1925/15 probably means that the original coin die for a 1915, and it was restamped to make a 1925. That would mean 1925 over 1915, or 1925/15. The other notations should have the same meaning.
Look closely at the date numerals - on the overdates there should be visible remnants of either a "1" beneath the 2 or a "3" beneath the 5. I can't see anything there in your pics, but a higher res picture of just the date area might be helpful.
