There's a lot of PMD on the digits...I get the sense that this is PMD...

I can see why you question it as it does have the look of being recut however I think it falls into a catagory where you'll need another one to confirm it was a repair to a die.
In any case I will check mine maybe there's another one.

Or find a 1918 Broken 9 - that would lend more support to the "repaired 9" theory as well
