I think it's normal. I see this a lot at this level of magnification on Canadian coins. My theory is that it's simply a result of the fact that every die from this era (prior to single-press hubbing) is hubbed more than once. You're seeing the artifacts of that around all the digits. In that sense every coin is from a doubled or tripled die - it's just not offset.
