Makes sense, lets the mint estimate demand, diminishes risk of hoarding by dealers and speculators. Though I wonder when the coin was designed and authorized. I had no idea these were coming until I saw a post here. Might have made sense to do a pre-sale a few months ago and ship in time for today?
