2026 Trump Coin With Extra Circular Ring. Is It Post Mint Damage?

The extra circular ring on this Donald Trump dollar does not rest or cross in front or on top of the coins lettering, but instead is in the background with the letters minted over the line. How can this be? This came from a mint roll, and was not an ender, yet the line appears to pass "under" the higher lettering. How can this be post mint damage if the line goes behind the letters and date?

I thought the lettering was incuse? If so, the Ring of Death would not affect them.

Seriously, what can cause a ring beneath the lettering. Could it have already been on the blank planchet. Are planchets subjected to a roller or tumbling devise prior to minting? Is it possible for a mint rolled coin, which was not an ender, to have a circular extra ring without it having carved through the higher elements/lettering.

Was it the only coin in the roll (if you had a roll) that looked like this or were all the coins similar?

The letters are incuse so the marks are going over the
incuse letters, not under them. Looks like damage from
a Coin Wrapping Machine.

Every image I find seems to indicate the lettering is incuse.

I agree with JBuck, the line does look inclusive. And it is the only one in the roll. What's odd is, unlike the examples referenced for comparison, which show damage to the higher elements, this extra collar does not even touch the higher lettering. The letters appear to float on top. See enlarged picture
