Yes it is!

Here's another condor - also a two-for note, avian/ship.
It's a remainder I believe because the bank failed before the notes could be put in use. The whole series is gorgeous! I'm missing only one note of series.

I ended up winning this $2 from New Zealand sort of "by accident." I saw this seller had about 2-3 notes I was really interested in and about 2-3 notes I was sort of interested in. I put pretty low bids on all of them. The ones I was really interested I lost. Of the "sort-of's" this P-170a was one of the notes I won for lower than BV (I got a warning from ebay to pay up, that's how shocked I was I won it):

The reason I wasn't that keen on picking it up was b/c I already had P-170b but I actually paid slightly more for it using BIN. So this will be my "keeper" & the BIN P-170b will go to a new home down the road.

If you're thinking about picking up some world currency, then I highly recommend you seek out the True Auction Style listings (TAsL). I know they're "far & few" but they're often worth the patience.

No: TDLR means Thomas DeLa Rue, one of the 'big guns' in the banknote printing industry.

The stylistic image on the left of this 5 Dinar is a "heraldic eagle" featured on this note from Libya (P-36b) according to the Standard Catalogue of World Paper Money.
