So I think this might be the list, but not 100% positive, after what Oz posted.
New Zealand (1 type, 1 cent 1967-1980)
Soloman Islands (1 type, 1 cent 1977 -1980, only 1977 in big numbers)
Tonga (3 types all 1 seniti, all 1 year issue, but not demonitised so probably out.)

I'm leaning toward N.Z.
