If so, then I need a person to send something to in Round 2.

I think you should wait a bit before starting the next round of level 2. Level 1 needs some time to have more completed rounds.

So what's happening now. Is this at a standstill again?

I continued Round 1 with a coin mailed out today because I received my prize from Coins92.

Should I start a Round 2 by making a new thread?

I don't think starting a new level 2 is a good idea...there are are very few eligible winners for level 2. The person you just sent the prize to in level 1 would probably try to win your new round, and they haven't even hosted a level 1 round yet. We'll be back in the same (confusing) boat, with the same person hosting 2 rounds at the same time.

I have proposed that a person should not be eligible to win in Level 2 until they have successfully hosted (not just won) in Level 1. That would mean that the coin has made it all the way to the winner of round 1.

Level 2 should be stalled a little to let more rounds go by in Level 1.

This is all just my opinion of course. :)

If there are no objections, I believe it's getting to a point that there are far too few people that can win this.

I think it's best just to end it.
