The sharp, flat step-like appearance looks like mechanical doubling to me.

Could the unusual rim be caused by a tilted die?

Thanks for all the information! I just haven't come across one so extreme until now. It is an interesting and educational coin, I will keep it in a flip for educational reference.
Thanks for explaining and helping me learn.

Thanks all; I appreciate the wisdom. The obverse rim is not indicative of a rim fin; it appears to be a separation rather than a fin. Both sides of the fissure are even with each other, and I do not see any apparent metal movement.
I am not seeing flowlines, at least not what I have up to this point known as flow lines. For example, look at the 7th image down, the fields between the relief are filled in, the metal is even with the relief, and there seems to be mechanical doubling. On the 8th pic down, there is a chip or something next to the "P" that has possible mechanical doubling and the "E" looks distorted. I searched through 4000 quarters in one run, took me 3 days, I found die cracks, heavy die deterioration and flow lines, and of course plenty of PMD, but this 1985 P was different. I am happy to post more pics if needed.
Thanks CCF!!!

It looks VF but details because of the scratches along the jawline and what appears to be a square impression in the face.

Agreed, I was thinking the rim damage would also give it a details grade.

Rim crack?

It is faint, but it looks like this crack is rim to rim. Could this be a possible pre-cud? Tried different lighting to try and catch the faint part of the crack.
