Considering all the mistakes they made on this one, They might just take it back, correct the Type 1 and remove the hair free of charge including shipping. You might get lucky with a straight grade by another grader. Only do it, if the entire process is free of charge. If they agree to this, you have lost nothing.
John1 is most-likely correct. Looks like it was some kind of glue, residue or adhesive from scotch tape. Good job with the acetone. The coin looks much better. !

Looks like a lamination error. Give it a light acetone bath. Put it in a small bowl of acetone and "gently" "very gently" wipe it with a saturated Q-Tip.

I take a picture of the coin in the slab, print it out, break out the coin, scotch tape the label to the picture and put it in a clear sleeve in the back of the albums.
