You are close - but there is no accepted G5 grade.

That may be your opinion, but for a serious lowball collector anything higher than AG03 would not be considered.
Spend a few moments in the PCGS lowball registry and take a look at perhaps the top 20 sets for various denominations. You won't find many coins graded higher than AG03. |

Excellent follow-up on the potential for an earlier 'commemorative' coin, although you state the bill did not use that language.
IMO it's a miss that the USA did not issue any official coins to commemorate the 100th anniversary.
I find the Bickford $10 pattern coin to be an interesting concept. It assumes of course relative stability in the respective exchange rates since it's not possible to readily change the values stated on the reverse.

You have your grading scale incorrect.
The grades at the lowball end of the scale are PO01, FR02, AG03 and G04.
I voted AG03 for this Morgan. Way too much legend remaining to go any lower.
This can be a fun set to chase. Best of wishes to you!
There was a time where I had the #1 rated PCGS Peace Dollar lowball set, as well as the #1 PCGS rated Walking Liberty half lowball set.

Your photos are small and a bit out of focus to be definitive on grade. I do see quite a bit of wear on the reverse eagle shield and wings.
I suggest it grades no lower than VF35, might make XF.

These appear to be genuine BEP notes that were after market overprinted as souvenirs.
You are not going to find information on them through numismatic sources because they are not authentic BEP products but rather notes modified by a third party.
You say they have a letter of authenticity. That should identify who modified the notes, but does not change the fact that they are not genuine US issues. |

Reading this thread again was another trip back in memory lane - nearly 13 years in fact. 
It was just as enjoyable today as when I first read it back in the day.
Living outside Baltimore MD I have had the opportunity to visit the Ft. McHenry National Monument on numerous occasions.
A highlight of the visit is an ~20 minute video of the War of 1812 and Ft. McHenry 1814 bombardment that is shown on a large screen in the visitors center.
At the conclusion of the video, a docent present in the room asks all the visitors to rise for a rendition of the Star Spangled Banner.
Just as the first notes of music begin to play, the video screen opens sideways and for the balance of the song you are looking out a large window directly at the American flag flying above Ft. McHenry.
Quite the dramatic moment indeed!
