I think you nailed it. It does look like Galba ! Vespasian almost always has a 'happy' smiling visage.
Galba had the stern 'grouchy' sort of appearance. Like a man with a migrane.

If I wasn't in the same boat as you, I wouldn't mind taking it. I like this seller and he has reasonable prices.

The suggestion that this portrait reminds us of that of Galba, leads me to ask the question:
Was this coin struck very early in the reign of Vespasian, when the die cutter would have cut many images of Galba quite recently onto dies?

Does look a lot like Galba, but doesn't look like an altered die. Id pick it up as a curio...must be one of the first coins struck for him.

I just checked my handy Sear. David lists it as AD71 and includes a photo of a Lugdunum issue ......
Featuring a rather 'grouchy' looking portrait of Vespasian !
He notes that the PROVIDENT reverse type had previously been 'revived' by Vitellius.
So we have an adequate explanation (early issue)...... and insufficient funds !
Someone needs to buy this so it will not be bothering me anymore

I heartily agree that there is everything right about it ! The Lugdunum attribution seals the deal for me.
I am halfway to figuring out a way to buy it. Which is why I am begging .......
