I'm not sure who my rarest are, but I'm pretty sure this guy is up there. Orodes I, King of Parthia, on an Elymain drachm. Also somewhat up there is my Nero. It's a billion Egyptian Tetradrachm, but with very nice metal compared to many of the ones I've seen.

I'm pretty new to ancient coins and don't have a large budget, so my rarest emperor is Vespasian, I like him though, so it all works out!

Okay, I have a few other coins that would count as "rarest rulers" (might post them later), but this is the only one I have pics of right now... a Leo I monogram: That's the second smallest coin in my entire collection, by the way (the smallest one, being from 1709, is about a century too late for this forum). Just so you can imagine how tiny it is, here's a photo of it on a British sixpence... Budget? What budget? This coin, together with something like 80% of my other ancients (including a few other uncommon rulers), came from (various visits to) a single 200-ruble bargain bin at the Izmaylovo Vernisage (that would be about $6 back then, and $5 now).

While as said before, I consider my Marius the rarest for me, not a ruler but another not that easy one: Sestertius of Agrippina Senior, posthumous issue from AD42 Rome - Sear(ME)#1906

Lacking an "objective" rarity scale on my database, I've simply sorted them by price paid, and filtered out the high-grade coins of commoner emperors or emperors that are "valuable" because of high demand, not low supply (like Tiberius). My top 3 are: Pupienus, sestertius, Sear#8533. If you think you've seen it before, I bought it off CU forum identity LordM. Vitellius, denarius, Sear#2201. Alas, the name is off-flan, but the portrait and reverse type are unambiguous. Bought from FORVM. Galba, denarius, Sear#2109. The name is mostly off-flan on this one, too. Bought from a local dealer.
Don't say "infinitely" when you mean "very"; otherwise, you'll have no word left when you want to talk about something really infinite. - C. S. Lewis

Excuse me while I pick my jaw up off the floor. That's an amazing collection.
Edit: Regarding Bob's I mean, not that all of the coins posted here aren't. :)
